Decision

The Committee resolved:-

(i)             to note the refreshed 30 Year Business Plan as detailed in Appendix A;

(ii)            to note the refreshed 5 Year Housing Asset Plan as detailed in Appendix B;

(iii)          to note that the Chief Officer – Finance will make use of the 30 Year Business Plan when members come to consider the 2027/28 HRA budget setting report in December 2026;

(iv)          to note that Councillors will decide any rent increase on the 8th December 2026 and that decisions made during this process may impact on the indicative Business Plan;

(v)           to instruct the Chief Officer – Finance to bring a refreshed 30 Year Business Plan to a future meeting of the Communities, Housing and Public Protection Committee, following the rent decision; and

(vi)          to instruct the Executive Director - Families and Communities to present to the 2028/29 HRA Budget setting meeting, in December 2027, a refreshed 30 Year Business Plan and a 5 Year Housing Asset Plan, alongside the relevant HRA budget papers.
