Purpose
The Community Asset Transfer Policy (CAT) was
approved on 9th June 2016 and is now over 5 years old. The Scheme
of Governance Part 4B - Policy Development and Review Framework
requires that policies are subject to a full review within five
years. This report asks committee to consider and comment on the
proposed changes to the policy.
Content
Officers to update the Policy at section 4.1
to add clarity regarding ‘community amenity assets’;
update section 7.7c to ‘to promote or improve or
address’; and to update identified typographical errors.
To delegate to the Director of Business
Services to clarify the legal mechanics around control of the
resale of community assets; consider the removal of text from
section 8.1c in relation to the Council’s right to review its
funding position; and explore the consistent treatment and dual
inclusion of Council and legislative priorities, following
consultation with the Chair, Vice Chair, and Opposition
Spokesperson.
Approve the other suggested amendments in the
Community Asset Transfer Policy as set out in Appendix 2 to the
report, and associated documents in appendices 3, 4, 5a, and 5b to
the report.
