To uphold the Notice of Review and reverse the
Appointed Officer’s Decision and Grant Full Planning
Permission on the grounds that the application would comply with
Policies P1and P3 of the LDP/Policies 14 and 26 of NPF4, for
reasons that the proposal is reasonable and would allow the use of
a piece of land not currently in use, and the fence would not have
an impact on the neighbouring property. The consent would be
subject to standard planning conditions appropriate to the
development, including conditions proposed by EH.
