On the grounds that the principle of
development had been established within the Local Development Plan
and the approved Masterplan; that substantial and
appropriate  background information had
been provided; and that the most valuable wildlife areas of land
were to the north of the site and would be protected, with further
plans for the improvement of biodiversity at the site, Councillor
Davidson, seconded by Councillor Owen, moved that the application
be granted, as per the recommendations within the report,
with additional conditions to be added in
relation to:
 
1.   
The proposed play park, and
2.   
The creation of a local residents’
group should the local residents so wish, which would oversee the
management and policies in relation to biodiversity in the area,
going forward. 
 
As an amendment, Councillor Ritchie, seconded
by Councillor Johnston, moved that consideration of the application
be deferred, due to lack of information to satisfy conditions 19
and 20 being robust enough to support the requirements of NPF4
Policy 3 – Biodiversity.
