To DEFER consideration of the NOR (in order to
comply with procedural requirements), to allow the LRB to follow
further procedure, by way of advertising the application as a
potential departure from the development plan. The review will be
reported back to a future meeting of the LRB for determination,
after the deadline for public comments has expired.
