Committee agreed to recommend to Full
Council that Planning Permission in Principle be refused on the
grounds of the impact on the historic landscape, the loss of
woodland, the loss of greenfield land, the impact of noise and
visual impact on the local area and on balance the climate change
benefits do not outweigh the negative impacts of the proposals and
the application therefore does not comply with NPF4 Policy 11.
