to UPHOLD the NOR
and REVERSE the AO Decision and Grant FPP on the grounds that the
proposal is policy compliant in terms of policy design and would
have no detriment in terms of overlooking and the
proposal  would be compliant with
Policies 14 and 16 of NPF4 and Policy P1 and P3 of LDP
2023.
