Purpose

To comment on proposals from the Sheltered
Housing Review that affect the Garioch area.

Content

The Committee agreed to:-
 
1.         provide
the following comments to Communities Committee:-
 

a)         Garioch
Area Committee is against the closure of either Nether Davah House, Inverurie or Airlie House, Kintore
given the occupancy levels, impact on residents, the strong sense
of community within these properties and the high rating for these
properties within the assessments made;

 

b)        
Consideration should be given to the final decision for the closure
of Sheltered Housing properties being made by Full Council;

 

c)        
Consideration should be given to making all Council Housing
(including Sheltered Housing) full cost recovery within the
HRA;

 

d)         Whilst
the attempt to provide fairness in provision across Aberdeenshire
is commendable; it is difficult to understand why the Council would
look to close successful, high demand and well used facilities in
central locations with good facilities locally.

 

2.         request
that the following information be provided within the report to
Communities Committee:-

 

a)        
Integrated Impact Assessments should be reviewed and conflicting
information with them amended;

 

b)         the
five-year occupancy trend for the facilities concerned;

 

c)         the
level of rent that would be required to subsidise the cost
projections identified;

 

d)         details
of the demand for the sheltered housing that is available;

 

e)         the
timescales for actions to be undertaken, to provide residents in
affected properties reassurance;

 

f)         
clarification as to whether the capital and debt costs are not
included in the NPV assessment
