To UPHOLD the Notice of Review and REVERSE the
Appointed Officer’s Decision and Grant Full Planning
Permission on the grounds that the application is supported as an
acceptable departure from Policies 23 and 26 of NPF4 and Policy B2,
and P4 of the LDP, for reasons that the natural screening around
the site and noise mitigations proposed have satisfied the LRB that
the use can operate satisfactorily and the size and location of the
site will provide adequate screening and a natural barrier against
noise pollution; and subject to the inclusion of appropriate
conditions, including a condition for the business operating hours
to be from 8am to 6pm on Mondays to Fridays.
