Purpose
Marr Area Committee members are asked to
consider and note the current policy on the use of winter or
all-season tyres on home-to-school transport provision and the
estimated implementation costs for the Marr area.

The Committee agreed:
1.
that there was enough
information before the Committee to allow a determination to be
made; and
2.
that the subject matter affected a wider
area than the Marr Area Committee and to refer the matter to
Education and Children’s Services Committee to consider
reviewing the terms of the Dynamic Purchasing System (DPS) in the
future to include a requirement for winter/all-season tyres and to
consider the cost implications;
3.
to request that further context be
provided to the Policy Committee around the cost implications,
including on how many operators were already using winter or
all-season tyres, cost difference between standard and
winter/all-season tyres, and noting that contractors would also be
using vehicles for non-Council work.
