Following debate, the Committee agreed
that the application be referred to Infrastructure Services
Committee (ISC) for determination. The Committee were unable to
reach a settled view and therefore provided the following comments
to ISC for their consideration:
 
Councillors Carr, Agnew and Carnie advised
they would not take a formal position at this meeting and would
debate fully at ISC as Members of the Committee. 
 
Councillor Black advised she would not take a
formal position at this meeting as is a member of ISC. However,
commented that she would like ISC to request additional planning
conditions relating to a Species Protection Plan for Crossbills as
it is on the amber endangered species list, and a condition
regarding construction hours to be 5 days per week (Mon-Fri) and
half day Saturday to reduce impact on local
residents.
 
Councillor Sullivan advised she would not take
a formal position at this meeting as is a member of ISC, however
commented she was minded to support the
officer recommendation.
 
Councillor Turner as Chair of ISC advised he
would not take a formal position at this meeting, however,
commented that he would like to see more detailed information in
the EIA and proposals relating to this specific application site
and impacts. 
 
Councillors Dickinson, Evison and Victor
formally objected to the application referencing local impacts
– the landscape and character would fundamentally be changed
and for some areas permanently, wider visual and cumulative
impacts, biodiversity and ornithology impacts, not content that the
location was correct for the application and local impact of the
socio-economic benefits were unclear.
