Agreed (1) to hear request to speak, (2) that the
application be delegated to the HofP&E to
Grant Planning Permission in Principle subject to relevant planning
conditions, (3) that the proposal is in conflict with the LDP and
NPF4 and is therefore a departure from policy,  and (4) that the reasons for departing are (a) the
proposed site is well connected by way of linking to an existing
row of houses and has a surrounding hedge which defines the site
boundary and serves as a gateway to the village, (b) it is an
opportune site in terms of economic development as the applicant
has clients who are ready to purchase and build on the site, which
supports the organic growth of the village of Rora, and (c) the site is well connected given the
main road into Rora is in close
proximity, giving access to local facilities
