Agreed (1) to hear request to speak, (2)
unanimously, to Grant Full Planning Permission subject to (a) the
requirement for a landscaping condition, (b) the removal of
permitted development rights, and (c) relevant planning conditions,
and (3) that the Committee does not agree with the Planning
Officer’s assessment of Policy H3 in that (a) the conflict
between special needs and a medical disability has not been
captured, (b) in considering para 6.19, the needs of an individual
with autism must be recognised as that, and not as desires, in
particular where there is a ‘flight risk’, (c) the
proposal is to allow independent living whilst allowing the family
network to be close-by, which is necessary and material to the
determination of this application, (d) the scale and curtilage of
the site should be accepted as necessary to accommodate the
adaptations for medical reasons and not restricted, and (e) whilst
there may be alternative options within the town centre, it should
be recognised that one size does not fit all and the open space
that the site offers is required in this instance
