To request (1) the matter to be included in
the scrutiny report on implementation of National Guidance in
Aberdeenshire Roads Policy; (2) a briefing note from the Service to
address the points listed below; and (3) further information on
local consultation/engagement to be undertaken, particularly around
the process of exemptions and how communities could request these.
A workshop to be arranged (before implementation) to allow for
further discussion if required after receipt of the briefing
note/further information.
1.   Process for requesting and determining
exemptions (Area Committee would be best placed committee to decide
on exemptions).
2.   Can the Service start taking and assessing new exemption requests from
Councillors/members of the public?
3.   Highlighted widened pavement next to
Tillybrake playing fields used for
parking for assessment.
4.   How will Council responsibility for
monitoring/enforcement operate.
5.   Appeals process for fixed
penalties/fines.
6.   Information on assessment of Bellwood Drive,
Aboyne as surprised this didn’t meet the criteria.
7.   Requested sight of assessment criteria.
8.   Costs and funding of implementation.
9.   Requirement to take rural context into
consideration and need for space for combine
harvesters/agricultural vehicles to pass safely.
10. Knock on impacts
e.g. increased requirements for parking
restrictions.
