The Committee provided the following comments
to the Communities Committee, on the draft Strategic Housing
Investment Plan 2024-2029:
 
(a) 
It is useful to realise that there is still a high housing need in
Formartine, and even once more units have come online, there may
still be a shortage,
(b) 
There have been concerns raised in the past about the resale of
shared equity properties, but perhaps this is relative to the
market,
(c) 
It would be useful to have more information about the sequencing of
the housing needs demand assessment,
(d) 
We need to be more clear and robust around our requirement for
national infrastructure to keep up with the demand for housing
developments, and this needs to be made clear when we present the
SHIP to the Scottish Government,
(e) 
We need to be more upfront about mid-market rent opportunities,
(f)   
In terms of Place and Community Planning, we need to have a very
close relationship with Economic Development, in terms of housing,
as well as being mindful of location and whether there is capacity
within services such as health and social care and education
settings,
(g) 
We need to be mindful that affordable housing, without the
appropriate services available, can affect health, attainment and
job opportunities,
(h) 
The SHIP can only be delivered in partnership,
(i)   
There are lots of investment opportunities coming into
Aberdeenshire that we should be mindful of,
(j)   
The constrained sites we have at present, due to lack of
infrastructure, is affecting our delivery of affordable housing,
and
(k) 
P145/46 – “however, placemaking is a long-term
activity; the delivery of the development and any supporting
infrastructure and associated services takes time, it can be
costly…” – this appears to imply that we need to
deliver within a cost, and raises concern about the location of
affordable housing and whether it can be pepper-potted within
developments for placemaking, or located in clusters.
