Councillor Ritchie, seconded by
Councillor Owen, moved that the application be refused, in line
with the recommendations within the report.
Councillor Nicol, seconded by Councillor Hassan,
moved as an amendment that the application be referred to
Infrastructure Services Committee for determination, recommending
that it be granted as an acceptable departure from policy, and
noting that it was considered that it met Policies 14, 15, 16, 29
(parts a and b) of NPF4.

casting vote in favour of the motion.
Therefore, the motion was carried that the application be refused,
in line with the recommendation in the report.
The Committee instructed the Area Manager to liaise

Consultations continue to run during the Councillor recess period,
and whether this should be changed.
