Grant on the grounds that:
 
The proposal is considered to comply with
Policy 9 Brownfield, vacant and derelict land and empty buildings
of National Planning Framework 4, the remains on site are
considered to meet the definition of brownfield within National
Planning Framework 4 and comply with Policy 9, which differs to the
policy and definitions present during previous applications on
site, with the site being suitably accessible, serviced with the
dwelling being of acceptable design.  The proposal is
therefore considered to comply with the Development Plan at this
time.
