Purpose

Application referred to committee following local members delegation to consider and discuss Policy 2 of CNPA LDP.

Application was recommended for refusal as the two proposed dwellinghouses for short term let use are considered by the planning service to be dwellings built to a residential standard. Therefore, the principle of development cannot be established under policy 2 of the LDP and must be assessed under Policy 1 of the LDP and Policy 17 of NPF4. The dwellinghouses for short term let do not meet the criterion set out within these policies and the application is therefore recommended for refusal.

Decision

To delegate authority to the Head of Planning and Economy to GRANT subject to appropriate conditions including conditions to secure the two dwellings as tourist accommodation and on phasing of the development to require the other elements to be in situ prior to the holiday lets being occupied.

Reason for decision:

Whilst two of the proposed dwellings, which are to be for holiday let purposes, are of significant scale and considered to be designed to residential standards and as such are not explicitly supported by Policy 2: Supporting Economic Growth nor do they comply with Policy 1: New housing development, the overall package of development includes elements that are compliant with policy and the holistic development would bring economic benefits that render the whole proposal, including the holiday lets which are of residential standard, to be worthy of support as a departure from Policy 17 Rural homes and Policy 30 Tourism of National Planning Framework 4 and Policy 1: New housing development and Policy 2: Supporting Economic Growth of Cairngorms National Park Authority Local Development Plan 2021.
