Purpose

Submission of first quarterly performance report on the AHSCP's new Strategic Delivery Plan 2025/26 - 2028/29 following approval by the IJB.

Decision

The Committee agreed:

1. the recommendations as per the report; and
2. to provide the following feedback on local health and social care service delivery issues for onward reporting to the Aberdeenshire HSCP Draft Strategic Plan for 2025-2035:

a)    Concerns were raised regarding the Review of Learning Disabilities Day Services, with a comprehensive list of outcomes still outstanding.

b)    Concerns were expressed about third sector service providers, particularly the lack of governance and scrutiny applied to the suitability of services being delivered in communities. 

c)    Members noted that local information contained within Appendix 2 did not provide sufficient detail to enable efficient scrutiny. 

d)    Concerns were raised from a rural community perspective, particularly regarding accessibility to services and the delivery of place-based approaches. 

e)    Concerns were expressed regarding the workforce, including staff turnover and retention, and the use of and cost related to relief staff. 

f)     Concerns were raised regarding traffic management and parking arrangements at the relocated Vaccination Centre from Macduff to Banff.   

g)    Members requested an update on the Community Hospital Review

h)    Concerns were expressed that further savings could affect the ability to meet statutory obligations as fewer staff, increasing workloads and an ageing population continue to place pressure on the workforce.
