Provided the following comments for
consideration:
 

a)   
At 4.5, reference should be made to Elected Members in the second
sentence,

b)   
At 4.5 it needs to be clear which officers this relates to,

c)   
At 4.8, it should be made clear whether donations are subject to
tax,

d)   
Further consideration should be given to the reporting mechanism
relating to how donations are spent, as some donations may take
many years to utilise, 

e)   
There needs to be a clear understanding of the provision for people
making donations and how this operates, and whether consideration
has been given to the previous use of trusts,

f)     
At 4.7 there is a word missing – it should read “It
will be for the Council”,

g)   
It should be clear that a donation in shares would be treated the
same way as cash and therefore would follow the same procedure,
and

h)   
There needs to be a process for the recording of donations, that
will be easily accessible in years to come.
