The following comments were made for
consideration:
 

a)   
We need to consider how best to implement this policy,

b)   
There needs to be a clearer understanding of who will have the role
of RPO and whether these persons are aware that it will be their
role,

c)   
An incentive to reduce heating costs would be to allocate the
savings to those areas, rather than a central pot,

d)   
Have we considered insulation and the cost benefit curve, and

e)   
Is there flexibility to go overbudget if we have a cold winter.
