Committee agreed to grant the application as
on balance the impact on the Category C listed building –
design and layout (3rd floor of the building on a side
street) was considered marginal.  Councillors chose to attribute more weight to the
affordability (in the short term); sustainability; energy
efficiency and maintenance of UPVC replacement windows.  It was agreed to include a planning condition that
design of the windows should be sash and case with wooden effect
UPVC.
