Purpose

This report seeks comments from Committee on the draft Strategic Housing Investment Plan 2027-2032 which will be presented to Communities Committee on 5 November 2026.

Decision

The Committee agreed to provide the following comments to Communities Committee on the draft Strategic Housing Investment Plan (SHIP) 2027-2032:

1. A more strategic approach should be taken to identifying locations for new housing developments, ensuring that economic and social positive impacts on town centres are fully considered.  
2. As affordable housing building will deliver most of this Plan a greater emphasis should be put on “Place” to ensure that communities in the north of Aberdeenshire are not unfairly disadvantaged, given that the majority of development is concentrated in Mid Aberdeenshire
3. Housing Services should work closely with developers to reduce delays in site delivery, extended development timescales can have a negative impact on town centres.
4. The SHIP should ensure that rural housing development is appropriately reflected and taken into account to support sustainability of our rural communities, helping to prevent their decline.
