The Committee refused to grant Full Planning
Permission on the grounds that the application did not comply with
Policy 15 and Policy 29 of NPF4; it was
considered to be overdevelopment of a rural site with no
transport or active travel links; and there were flooding concerns
which could not be mitigated by condition.
