Purpose
The Head of Planning and Economy has the power
under Section F.4.6 of Part 2B List of Officer Powers in the Scheme
of Governance to respond to consultations on applications from the
Scottish Government. He has decided not to exercise the delegated
power in this particular case due to the scale and nature of the
proposed development
Content
The Committee agreed:
1. to comment to
Infrastructure Services Committee that Marr Area Committee strongly
objected to the proposal, highlighting the strength of feeling in
local communities.
2. to support the
Planning Service’s recommendation to object to the proposed
development as per recommendations 10.1 and 10.2.
3. to raise the
following additional matters, to be actioned by the Planning
Service and reported back to Committee by email/ward pages and to
Infrastructure Services Committee:
a. hydrological
connectivity – clarification of connectivity between water
courses and the River Dee
b. Visualisations for
Scolty – to be raised with the landscape consultant to
determine whether this would add significantly to the planning
assessment.
c. Impact on water
supplies and the issue of suspected uranium on site – further
investigation and consideration of inclusion in the Council’s
response.
d. Ornithology –
investigation of whether osprey and sea eagle had been fully
considered.
4. to support the use
of delegated powers as outlined at recommendation 10.3 as long as the overall position of the Council did
not change.
