Committee agreed to refuse Full Planning Permission on the
grounds that there is considered to be a significant unacceptable
impact on the amenity of the residents of Hillhead Croft because of
the total enclosure of Hillhead Croft by the development, the
impact of vehicles using the access road on Hillhead Croft and the
further impact on Hillhead croft of the road proposed to the west
given that a need for this has not been identified and its
proximity to the croft would have an adverse impact on amenity of
the residents.  The application is therefore not considered to
comply with Policy P1 of LDP and Policy 14 of
NPF4
