Purpose

To present to Business Services Committee for
consideration and comment the updated Heads of Service Business
Plans for Business Services Directorate which reflect the Council
Priorities 2024-29.

Content

Endorse the Heads of
Service Business with the following suggestions:
a.   
consider adding the Route Map to 2023 to
the drivers listed on page 63;
b.   
consider adding more details around
attracting more people of working age to the region (page 68)
– including outlining plans to improve childcare, housing,
and creating an appealing environment for families;
c.   
consider increasing the Anticipated
outcome figure for Client satisfaction (page 191 - currently set at
60%)
d.   
the Director of Business Services to
consider with other Directors if Heads of Service Business Plans
should all have financial KPIs;
e.   
the Director of Business Services to
consider (with the Head of Finance) changing the targets on page
130 of the report to figures (rather than percentages)
f.    
consider adjusting the budget setting
process as it relates to the ‘Percentage of capital plan
being expended’/’key projects delivered on
time’/’key projects delivered within approved
budget’ to match historical delivery rates (76% - page
191);
 
Instruct officers to
prepare a response explaining the performance discrepancy between
Aberdeenshire and other Councils for ‘SCORP12 Proportion of
DHP funding spent’
