Agreed that authority to grant full planning
permission be delegated to the
Head of Planning and Economy subject to:-
 

1.     the completion of
a Section 75 Agreement to secure the affordable housing
requirements and developer obligations, provided that the Committee
instructed officers to take forward further discussions on:

a.     the phasing of
affordable housing, with a view to reducing the trigger for
delivery; and

b.     the provision of a
crossing to deliver footway links.
         
2.     the conditions as outlined in
the report subject to:

a.     amendment of
condition 14 to include the need to consult with Transport Scotland
on the landscape plan;

b.     the addition of a
condition to seek electric vehicle charging points; and

c.     review of
conditions 12 and 15 to ensure they did not conflict.
