Worthing Borough Council is the lead partner in the
Worthing Heat Network Project which provides a key milestone to
decarbonising heat in the town. The project has attracted
significant grant funding, including for the NHS which enables
Worthing Hospital to connect to the network.
The project is a national exemplar, testing a new
evergreen concession based model. It is a complex project in
terms of procurement, funding, contracting and delivery, but it
provides a unique opportunity to decarbonise Worthing.
The project is at a critical stage as the procurement
and negotiation phase is being concluded and we transition into the
design and delivery phase. The Carbon Reduction Manager
provided technical input and extensive knowledge regarding the
grant funding arrangements. This post has recently become
vacant and we urgently need to backfill that knowledge gap for the
next two to three months.
The decision is to award a contract to AECOM for the
specialist technical advice in relation to the Worthing Heat
Network project during the transition phase from procurement and
contract negotiation to design and delivery. The award will
be a drawn down contract to a maximum value of £25,000
providing technical input on various aspects of the
project.
