Decision

To approve the appointment of Pilbeam Construction Services Limited, for Fabric Improvements at Worthing Pavilion Theatre for the net contract sum of £221,418.00. Works are to improve the thermal efficiency of external windows and doors, including a combination of replacement units, secondary glazing and updates to existing, as part of the larger Worthing Heat Network (WHN) project.

This project is part funded by the central government’s PSDS awarded funding and match-funded by the Council’s Capital budget. For the government funding this work is part of the PSDS 3c Funding Bid, referred to in the JSC SC Report dated 14 March 2024, and approved by that Committee. The work to be carried out covers Worthing Museum, Splashpoint and Worthing Pavilion.

This has been procured through the Delta eTendering Portal in accordance with our contract standards and the Procurement team have overseen the process.

Reasons for the decision

Decision to be made to award the contract to Pilbeam Construction Services Limited due to their submitting the most advantageous tender following the normal evaluation process in line with Worthing Borough Council’s procurement processes.

Alternative options considered

Consideration for other companies through the competitive tendering process. Five contractors were invited, but following the tender evaluation process, Pilbeam Construction Services Limited was the contractor that received the highest score overall.

The project cannot be delayed due to the council's match funding obligations of the grant already received from PSDS.
