Decision

To agree to the publication of the Draft Adur Validation Requirements for consultation.

Note a further report will be submitted to approve the final Adur Validation Requirements,following the consultation.

Reasons for the decision

The National Planning Policy Framework requires local planning authorities to maintain and regularly review their validation requirements. Publishing the draft document for consultation will ensure that Adur District Council meets these requirements while allowing applicants, planning agents, statutory consultees and other stakeholders the opportunity to comment before the document is finalised. The updated Validation Requirements will improve the clarity and consistency of planning submissions, reduce delays caused by invalid applications and support a more efficient planning service.

Alternative options considered

Not undertaking public consultation was considered but rejected. Consultation represents best practice, provides an opportunity to improve the document through stakeholder feedback and helps ensure the final Validation Requirements are robust, proportionate and fit for purpose. Retaining the existing Validation Requirements without review was also rejected as this would not meet the expectation that local validation lists are reviewed regularly and updated to reflect current legislation and guidance.
