To commission a 
Strategic Housing Market Assessment for Adur and Worthing at a cost
of £35,000. This will  form part
of the evidence base for the emerging Adur Local Plan and will
provide detailed housing information for both Adur and
Worthing.
 
This is a direct award on the basis that
the  company is a specialist provider of
these studies; has previously undertaken related work for Adur
& Worthing and therefore  already
has a wealth of relevant information available, and has
also  provided work  for other authorities in the wider sub-region,
allowing for an understanding of the specific   dynamics of the housing market in this
area.

Reasons for the decision

The review of the Adur Local Plan is a
statutory requirement and must be progressed at pace. This study
will address the  requirements of the
National Planning Policy Framework regarding addressing housing
needs of particular groups within the community.Without up-to-date
information regarding housing needs, policies will not address
needs, the evidence base will be found lacking

Alternative options considered

This work is needed to fulfil the requirements
of the National Planning Policy Framework and to inform
the  emerging Adur Local Plan, which is
itself a statutory requirement.
