As per minute 564 of the Full Council Meeting
on 26.02.25 delegated authority was given to the Group Head of
Organisational Excellence to award the Contract for a new Human
Resources and Payroll system if bids came within budget.

Reasons for the decision

The procurement of the contract was supported
by Hampshire County Council and followed procurement regulations.
Following consideration of detailed submissions by suppliers based
on functionality and cost, the contract was a Direct Award from the
Crown Commercial Services G-Cloud 14 Framework (RM1557.14). The
cost was within the approved budget .

The contract was prepared and executed on 16 April 2025 under the
Council’s seal and the authority of the Group Head of
Organisational Excellence. Contract start date is 30 April
2025
