Approval of the new Mutual Exchange Policy,
providing a formal framework for tenants wishing to exchange their
homes. This policy establishes clear eligibility criteria, ensures
compliance with legal and safety requirements, and aligns with best
practice within the social housing sector.
Reasons for the decision
Previously, Arun District Council only had a
mutual exchange process and application form, without a formal
policy in place. Introducing a policy ensures transparency,
consistency, and compliance with relevant legislation and
regulatory standards, including the Tenancy Standard and Housing
Ombudsman expectations. It also enhances the tenant experience by
clearly outlining responsibilities and procedural steps.
Alternative options considered
Continuing with the existing process without a
formal policy:
• Rejected as it lacked clarity, leading to inconsistent
decision-making and potential compliance risks.
• Developing a minimal guidance document instead of a full
policy: Rejected as a comprehensive policy is needed to provide
legal and operational clarity.
