To direct award the above project to
Whistlestop Arts for the above UKSPF project, for the value of
£20,000, in accordance with ADC’s procurement
processes.

Reasons for the decision

This project is an extension of a project run
by Horsham District Council in 2024-25 for the same purpose which
ran the train line from Gatwick down to Amberley. This was run in
partnership with Southeast Community Railway Partnership and
Whistlestop Arts.

The ADC project will pick up where the Horsham project finished,
starting at Arundel (the next stop on the line from Amberley)
through to Bognor Regis and Littlehampton. It will allow us to
build on the existing marketing and project success from
Horsham’s project.

The project cannot be delivered by another supplier for a number of
reasons detailed in the above document but summarised below:
• Continuity of branding and messaging
• Consistency of hosts and presentation style
• Web infrastructure and user experience
• Audience engagement

An authorisation to waive standing orders relating to contract and
purchasing was completed.

Alternative options considered

Do nothing and do not deliver the project
– rejected as this project delivers the outputs and outcomes
of the UKSPF programme.
