To directly award a contract to E.ON UK Green
Funding Solutions Ltd under the Fusion21 Decarbonisation Framework
(Lot 1 – Whole-house Decarbonisation) for the delivery of
decarbonisation works to a value of approximately £7.3
million over a 3-year period. The call-off is made using the Direct
Award with Negotiation process permitted under the
framework.

Reasons for the decision

E.ON UK Green Funding Solutions Ltd supported
the Council with project specification and funding bid for SHDF
Wave 3.

They are ranked within Lot 1 of the Fusion21 Decarbonisation
Framework and meet the conditions for direct award.

They are able to mobilise quickly to meet SHDF funding
deadlines.

They offer a full turnkey solution tailored to the Council’s
decarbonisation programme.

Fusion21 has confirmed the compliance of this call-off and Arun
District Council has carried out due diligence confirming financial
stability and capacity to deliver.

Alternative options considered

A mini-competition was considered but rejected
due to time constraints associated with SHDF Wave 3 funding
deadlines and the need for a supplier who had already assisted in
bid development and specification.

Not progressing with the project was rejected as it would risk loss
of secured external funding and delay delivery of the
Council’s decarbonisation ambitions.
