To issue the Authority to Exchange and
Compliance Certificate in respect of Plot xxx, Nursery Fields, to
the First Homes Applicants xxx and xxx confirming their eligibility
under the national and local criteria of the First Homes scheme,
and authorising exchange of contracts on or before 09 June
2025.

Reasons for the decision

All documentation required under the First
Homes scheme has been reviewed and validated. The applicants meet
both the national and local eligibility criteria as set out in the
Section 106 Agreement relating to planning reference BE/1/23/RES.
The purchase will proceed at the agreed 38% discount, in accordance
with First Homes policy and legal obligations.

Alternative options considered

No alternative options considered. This
decision is required in line with the statutory First Homes process
and legal obligations contained within the Section 106 Agreement.
Delay or rejection without cause would be contrary to planning
commitments and national policy.
