For the contractor (Neilcott) redeveloping
Littlehampton sea front to fully resurface Banjo Road car park as
part of their contracted works.
Neilcott under their contract have to make good any damage and
accelerated deterioration to the wearing course which they will be
undertaking.
Banjo Road was deferred from the car park resurfacing project some
years ago pending the completion of the sea front
redevelopment.
It makes sense to have the car park resurfaced prior to opening the
entire new development to the public. This will enrich the overall
look of the development and reduce officer time and car park
closures if undertaken in house at a later date.
Neilcott have provided a cost of c£42k to overlay 40mm to the
existing base course after planning the wearing course first. This
cost is in line with market trends as obtained by other known
pricing contractors.

Tarways = £42,362.14
Landbuild = £44,475.00
Reasons for the decision
Neilcott price matches market trends, they
have the onsite resources to deliver this prior to completion
reducing loss revenue and officer time.
Existing budgets (X08-031-CQ04) has sufficient funds to accommodate
this expenditure.
Alternative options considered
Do nothing, this was considered but rejected
as there was an identified need to undertake resurfacing and there
are savings of officer time and reduced service interruption by
undertaking this now as part of the overall redevelopment
project.
Defer to a later date, It is not considered reasonable to do this
as additional loss of revenue would be incurred while these works
take place. Additional officer time would be required to procure
and manage the works.
