Construction for the sum of £270,082.50, subject to
satisfactory contract terms.

Legal Services are authorised to apply the Council seal.

The contract will be let under the JCT Intermediate Works (2016)
contract.

Reasons for the decision

The roof, cladding, and windows at the
property have reached the end of their serviceable life, with
ongoing issues including leaks and safety risks from deteriorating
cladding.

The Council has a legal and contractual obligation to maintain its
housing stock in a safe and habitable condition.

Following a competitive tender process managed by Hampshire County
Council, Pure Construction was selected as the most suitable
contractor after the preferred bidder withdrew due to
workload.

Alternative options considered

Eight tenders were received and evaluated
based on price, quality, and previous performance.

The lowest-priced bidder withdrew, and the next most suitable
contractor was selected.

No viable alternative to replacement was identified due to the
extent of deterioration and safety concerns.
