To award Landbuild the contract for road and
path improvements to Station Road, East Preston

Reasons for the decision

Station Road, East Preston serves a busy
industrial area. Previous repairs to maintain the safety and users
of the road were undertaken in 2020 as a phased step towards
improving the whole road. There is no traffic enforcement on this
road.

Since 2020 we have been working with the builders merchants about
ongoing complaints form local residents and ways to improve the
situation and the condition of the road and surrounding areas. East
Preston Parish Council have reported on many occasions complaints
from local residents.

A budget (E50-201-CF86) of £90k has been rolled over for
years while trying to agree the scope of work with the builders
merchant. More recently the builders merchant has vacated the site
allowing us the opportunity to proceed with the works.

The works involve raising the footpath level to stop lorries
bumping the kerb and reduce slip hazards. Install pedestrian
barriers both sides of the road to stop cars and lorries parking in
the road. Cut out defective areas of road that are failing. WSCC
have been consulted regarding the pedestrian barriers and have
responded that they are happy with our proposal.

Three known local contractors and one unknown contractor were
invited to bid for the works. The results were –

Landbuild – £93,378.80
Ashburner Construction – Nil Return
Thompson Civils – Nil Return
High Bridge Civils – Nil Return

Hampshire County Council have been kept informed of our procurement
route and satisfied we have complied with Contract Standing Orders
and happy we can proceed.

Alternative options considered

Do Nothing, this was considered but owing to
wear and tear for the roadway works need to be undertaken. There is
a sharp incline on the footpath that also is a hazard. Lorries and
cars parking on the footpath is a risk.

Seek alternative quotes, this is not an option as all procurement
regulations have been followed.
