WSCC HIGHWAYS MAINTENANCE FRAMEWORK AGREEMENT 2023
FRAMEWORK LOTS 4 TO 7 (Highways Maintenance including drainage,
resurfacing, lining and ancillary works)
Framework start date - 16th October 2023
Framework end date - 31st March 2028
Reasons for the decision
Crown Yard (Arundel), East Green
(Littlehampton) and Hotham Park (Bognor Regis) car parks are
subject to seasonal flooding that causes issues with local shops in
Arundel. Slip hazards when ponding water freezes at all locations.
Sandy Road toilets in Pagham are often closed to the public as the
approach floods every rain fall. This has caused issues with the
cleaning contractor who has fallen due to ponding water. The
closure of toilets caused anti-social behaviour to neighbouring
properties when closed and members of the public find alternative
toileting arrangements.
Alternative options considered
Do Nothing – This is not an option as we
have been managing the increased flooding over the years. More
radical works are required to relieve the H&S issues.
Seek other procurement routes – Due to complexities at each
site and ongoing monitoring it has taken longer to design out the
flooding problems. There would be insufficient time to take an
alternative procurement approach within the financial year in which
budget provision has been made. Approval to use the WSCC framework
will save months in procuring these works.
