To authorise direct award of contract to Urban
Environments Ltd from the Fusion 21 Framework to continue the
testing, sampling and maintenance of the Council’s Legionella
compliance matters using the Framework from 15 November 2025 for a
period of 3+1+1 years.

Reasons for the decision

The current agreement is due to conclude 14th
November 2025. Urban Environments Ltd (UE) have been delivering
Legionella compliance for Arun District Council since 2018. The
contractor has performed as expected during this time and been
flexible with our demands.

Existing budget E50-201-CF47 can accommodate the expenditure and
will be updated at yearly budget setting.

Committee approved this discission 9/10/2025.

Alternative options considered

Do nothing, This is not an option as we have
statutory obligations to manage Legionella.

Defer to a later date, The agreement is already past its
anniversary date and need renewing.
Seek alternative supplier, EEM Framework is a preferred route to
market, and UE expect a cost saving due to holding our data
already. Alternative suppliers will have on costs to onboard our
data.
