To authorise Legal Services to enter a lease
of a warehouse unit at Bairds Business Park, Grevatts Lane,
Climping, BN17 5RE for a term of 10 months to facilitate bin
storage and distribution requirements.

Reasons for the decision

This decision is in accordance with our ADC
Asset Management Strategy.

This is an essential requirement for introducing the food waste
collection service across the district by the Council’s waste
contractor. The estates team have supported colleagues in Cleansing
to identify a suitable unit. Taking into consideration the short
term nature, the need for a building and a secure yard has meant
identifying viable options in the district have been limited.

Having undertaken a review of the market the only viable option
available at this time is the warehouse and yard on Bairds Business
Park, Climping which extends to 12,726 sqft on a yard of 0.89
acres.

The cost of the unit for 10 months would total as follows:

Rent: £100,000 for 10 months
Insurance: Budget £2,300 for 10 months
Estate Charge: n/a
Rates: To be assessed. Budget circa £50,000 for 10
months
Utilities: This will be based on Bifa’s usage

Total leasing cost in the region of £152,300

Alternative options considered

a) East Preston Depot was considered as an
option. Although the configuration would have been suitable, the
building was on the open market with interest expressed from an
occupied. This is now under offer. The planning use would not have
been suitable and it would have needed a change of use application
to be submitted.

b) A yard on Littlehampton Marina was inspected. The issue of the
access, unsuitable surface, no buildings on site and no services
i.e. wate and waste meant it was discounted. Immediately.

c) Other options in the market were discounted for a combination of
reasons, i.e. far too big or far too small, along with landlords
not willing to entertain a short term letting i.e. Block G on Ford
Airfield Industrial Estate.
