New acquisition for an occupational lease of Unit D4 Ford Airfield Industrial Estate

To authorise Legal Services to review and
complete a 5 year lease of Unit D4 Ford Airfield Industrial Estate,
Arundel, West Sussex, BN18 0HY to facilitate the storage
requirements for both Facilities and Electoral Services.

Reasons for the decision

Both services need to relocate from the Biffa
Depot on Harwood Road in order to provide space for the
introduction of food waste collection.

There are no other suitable buildings within the ADC estate. The
acquisition of this unit will meet both departments operational
requirements whilst providing ADC with some additional external
storage if required i.e. the unit has a small yard which could
house storage containers if needed.

The lease includes a tenant only break option at year 3.

Unit D4 will involve ADC incurring a cost as follows:

Rent: £13,000pax
Insurance: TBC but suggest a budget of £400pa
Estate Charge: budget circa £1,500pa

Alternative options considered

a) 4 Durban Road was considered, however, at
only 630 sqft compared to 1,862 sqft (plus a yard) it may have only
been suitable for facilities or elections on their own. 4 Durban
Road has now been identified as a solution for Arun Arts as part of
the wider requirement.

b) Other units in the market were inspected, including a self
storage solutions at Arun Self Storage. This would have provided a
more flexible solution, however, the containers have no power
inside or lighting which would have posed health and safety
concerns with officers accessing them in the evening. Other
commercial warehouses were also inspected but D4 provided the best
value along with offering the potential for a self contained yard
to be created.

c) Use of storage containers in conjunction with the stables at
Fort Road site. This was discounted for the same reasons we
discounted the self storage solution at Arun Self store. Albeit
power could be brough onto the site, we would potentially have
issues and delays due to planning, along with the capital
expenditure of delivering the scheme from inception through to
completion. High level costs including professional fees and cost
of materials and services would have been in excess of
£75,000.
