To appoint and place an order with StanLil Ltd
for the internal alterations and fit-out works at The Studio, with
programmed start date on 10th November and completion by 19th
December.

Reasons for the decision

Harwood Road Depot Vacation.
Biffa take occupation of the whole Depot from 1st January 2026.
NSL, Electoral Services and Facilities are all to vacate the Depot
and be relocated to alternative sites by 31st December 2025.
NSL are to relocate from the Depot to The Studio. Internal
alterations and fit-out works are required at The Studio to provide
a compliant and functional operational premises for NSL. The works
are to be completed by 19th December to enable NSL move-in and
set-up from 22nd December.

Procurement
HCC Procurement Unit were involved in the procurement and agreed to
direct tendering by ADC and to tendering on the basis of lowest
cost.
The works were tendered on the basis of lowest cost and a
completion date of 19th December, with anticipated start date 10th
November.

Tenders
5 contractors were invited to tender.
4 tender submissions were returned. All 4 tenders exceed our
anticipated £90k estimate, however, the submissions are
competitive market tenders;

StanLil Ltd tender at £134,314.46 has been checked and is a
valid tender. StanLil Ltd. have confirmed their readiness to
commence the works on 3rd November subject to Order and complete by
19th December.

Budget
In order to facilitate Harwood Road Vacation and the provision of
alternative accommodation for NSL, Electoral Services and
Facilities by 31st December, the costs for The Studio works are
being contained within existing Property budgets pending
confirmation that these costs will be reallocated in due
course.

Alternative options considered

1. Do nothing. This option was rejected as
relocation to an alternative operational site by 31st December is a
necessity.

2. Do not accept any of the four tenders. This option was rejected
as the competitive tenders received for these works and time
constraint demonstrate the level of pricing that could be expected
from re-tendering.
