Approval to extend the term of the consultancy
services contract (ADC25796AH) with 3C Consultants Ltd from
September 2025 to December 2025. This extension allows for the
utilisation of approximately 21 remaining consultancy days plus 5
contingency days to complete outstanding reporting requirements. No
additional cost is incurred; the contract value remains at
£176,800.

Reasons for the decision

To enable completion of key deliverables
including:
• Year-end lessons learned reporting and data cleanup
• Finalisation of finance reports (‘Arrears by
Band’ and ‘Bonds’)
• General reporting support for Business Improvement

Alternative options considered

Not extending the contract was considered but
rejected due to the need to complete essential reporting tasks that
support project closure and future improvements.
