To formally adopt the Property Disposal Policy
under delegated authority, enabling the Council to dispose of
housing assets up to £500,000 in value, in accordance with
the Constitution and relevant legislation.

Reasons for the decision

The policy provides a clear, consistent and
legally compliant framework for identifying and disposing of
housing assets that are no longer viable. It supports strategic
asset management, enables reinvestment in retained stock, and
aligns with the Council’s Housing Strategy, Asset Management
Strategy, and legal obligations under the Housing Act 1985, Local
Government Act 1972, and other relevant legislation.

Alternative options considered

No alternative disposal framework was
considered appropriate. The policy was developed to align with best
practice, legal guidance, and internal governance requirements. Not
adopting the policy would risk inconsistent decision-making and
non-compliance with statutory duties.
