To approve proceeding to procure a principal
contractor to carry out the full roof replacement works at Compton
Court, Shopfield Close, Littlehampton, BN16 3JQ, in line with the
Specification of Works prepared by Boulter Mossman (File 5612,
April 2025), using the JCT Minor Works 2024 form of contract and
Arun District Council payment terms set out in the
specification.

Scope includes: stripping existing pitched and flat roof coverings;
renewing underlay, battens and Marley Double Roman tiled roof with
associated verges, flashings and fire-stopping; renewing
fascias/soffits and rainwater goods; flat roof replacement
achieving a minimum 20-year insurance-backed guarantee; replacement
of roof windows and roof lights; asbestos soffit/undercloak removal
(non-licensed) and other provisional sums and contingency as
specified

Reasons for the decision

To maintain asset condition and resident
safety at this two-storey sheltered housing scheme (34 flats plus
communal areas and an attached house), ensuring compliance with CDM
2015, NFRC competent person scheme for Building Regulations,
fire-stopping requirements over party walls, and manufacturer
warranty provisions as set out in the specification. The works will
be planned with appropriate scaffolding, resident liaison, site
welfare, and exclusion zones to minimise disruption to occupied
homes.

Alternative options considered

Patch repairs/deferral – rejected due to
the scale of renewal described in the specification and the need to
assure long-term integrity, compliance, and warranties.

Partial works only – rejected as it would not deliver the
coordinated system warranties (pitched and flat roofing) and
fire-stopping outcomes required by the specification.
