To approve a waiver of Standing Orders
Relating to Contracts & Purchasing to allow urgent fire risk
remedial works to commence immediately with Ventro, prior to
completion of the formal contract award process.

Reasons for the decision

Urgent fire safety remedial works are required
to address risks assessed as very high. Immediate action is
essential to protect residents and ensure compliance with statutory
fire safety obligations. Delays caused by the legal review process
make it impractical to complete the full procurement process before
works begin. Ventro has been vetted through the procurement
exercise and is ready to mobilise, ensuring timely delivery of
critical safety measures.

Alternative options considered

Full procurement process: rejected due to
unacceptable delays and associated safety risks.

Temporary measures: rejected as insufficient to mitigate the
identified high-risk fire safety issues.
