To appoint Crucial Environmental Ltd for the
management of asbestos across all corporate assets

Reasons for the decision

The council has statutory obligations to
manage asbestos in its corporate assets. A package of work was
compiled which consisted of an initial Management Survey of all
assets and a 4 year reinspection plan.

Works were sent out to four contractors on 4/11/2025. By the
closing date,28/11/2025, none had returned a quote for these works.
The same four contractors were contacted and were reissued the
documents on 14/01/2026. By the revised closing date, 31/01/2026,
only one contractor had submitted a return. The returned price is
for the whole contract term over 4 years.

Alternative options considered

Do nothing, this is not an option

Defer to a later date, due to delays in tendering the previous
contract we are already behind our requirements to manage and
inspect the state of our assets.

Seek alternative quotes, The market has ben tested twice. Crucial
Environmental are know to the council and have provided this
service for the past 3 years.
